A Tamil curriculum should teach living conversation and literacy as connected skills while making register visible. A simple imported CEFR label cannot replace clearly stated abilities and community review.
Foundation: speak and decode
Beginners learn greetings, identity, family, needs, numbers and repair language while mastering vowels, core consonants and vowel signs through familiar words. Vowel length and respectful forms begin immediately.
Everyday independence
Learners describe routines, past events, plans, health, travel and relationships. Grammar includes case suffixes, tense and aspect markers, negation, questions, agreement and productive sentence-final verb frames.
Literacy and the register bridge
Reading grows from signage and messages into news, stories and formal prose. Lessons explicitly map common conversational forms to formal written equivalents rather than asking learners to infer the difference.
Heritage and family pathways
Heritage learners may understand more than they can speak, read or write. Diagnostic paths should preserve their listening strength while rebuilding retrieval, literacy and confidence without treating them as absolute beginners.
Advanced range
Higher work covers professional and academic genres, media, literature, regional listening and socially appropriate register. Qualified Tamil educators must review progression and examples before release.
